What does "other issues" mean on Task Board?

On the Task Board, Stories are grouped into "To Do's" and "Other Issues". What's the difference and how to items get moved between those two categories

Other Issues refers to Stories that do not have Sub-tasks which are aligned to the currently-viewed version (or Sprint). A sub-task assigned to a different version does not count, and the Story (parent) will be assigned to the "Other Issue" list.
