What condition will a user account become suspended

What condition will a user account become suspended ? Does it have something to do with "Last activce" date ? If so, does "Last active" meens the last day that a specific user logged in to Jira site or logged in to Jira software ?

There's no time limits on account activity.  Accounts are suspended by administrators deliberately choosing to suspend them (although some places automate suspension through inactivity, it still needs an admin to choose to allow that automation)

Last active is the last time a user logged in, yes.
