What causes an account to be unable to find a plugin key?

My attempts to install Tempo Timesheets ends in failure. In the network tab I noticed that https://$account.atlassian.net/rest/plugins/1.0/is.origo.jira.tempo-plugin-key and https://$account.atlassian.net/rest/plugins/1.0/is.origo.jira.tempo-plugin/marketplace
returns a response status of 404 and I believe that is preventing me from installing the Tempo Timesheets application. I haven't installed Tempo before or any third party market app on this Jira-Cloud instance.

Does anyone know what my account might be missing to causes these 404's?
