What are Filters & Dashboards and Inherit from global settings

Without any context of where you are seeing these, or why you're asking, all we can do is guess. 

Filters and Dashboards are things for giving information to users.  They're one of the the reporting systems in Jira

Inherit from global settings is found in a few places where you can localise settings, but you may want to inherit the global settings

Filters and dashboards are part of the reporting.  People can create them when building their own reports, and then choose to share them with other people, so people are reporting on the same things.  The setting in your screenshot is about to whom a filter or dashboard is shared by default.

The inherit thing is what it says - you set autowatch on a global level for everyone, and then in your profile, you can change it to something else if you want.
