What action by outsider can automatically trigger Jira (not Service Management) to create

Generally, things will use the REST API to create Jira issues such as tasks.  There's a lot of software that can do this, once given some connection settings, and a lot of them are for doing different things, so they trigger the creation in different ways.

I think we need to know what you would like to be doing in the software your people are currently using?

I know emails can trigger Jira Service Management to create tasks.

If I do not have "Jira Service Management", and user is not licensed Jira user, can the user send email or do anything to trigger Jira?
