We would like to use Jira to send an automated email once a week to a specific group. Is this possible?

Yes, that is possible and you can use a scheduled automation to do this. If you look in the Template section of Automation you will see a couple of scheduled automations that you can use as a starting point. The rule should be fairly simple depending on what you want it to send.

Yes, you can either create a subscription for a filter that reports on a specified day per week, or you can create an automation that sends an email in a scheduled manner.
