We want to the creator of test case cannot approve test case.

When you are creating a test case, in the Details section the field Status has several values to be set: (for example)

Draft, Deprecated, Approved, Needs Definition and QM-Approved

The person who creates the test cases set the Status to Draft.

 Can we add a check to avoid this person not allow to set the Status to Approved? We want to the creator of test case cannot approve test case.

Please let me know if you have some suggestion about it.

are you using any testmanagement plugin? is the workflow/status the native jira workflow status or is this specific to your test management plugin?
