We do not use story points in our issues. Does JIRA Agile Sprint Health gadget shows correct results only when story points are used?

This question is in reference to Atlassian Documentation: Using the Sprint Health Gadget

What i want to confirm is, if the issue in JIRA does not use story points field, can we still use sprint health gadget to effectively show Time elapsed, work complete, scope change values in the dashboard?

Yes, you can, but you must give it data to work with - what have you got your board's "estimation statistic" set to?

If it's not Story points, then you'll need to set it to estimates, or another numeric field so that it can do the calculations based on that.  If you don't have anything set, or it's set to a field that does not really hold estimates of some sort, then it can't do the work.
