Watchers can not get email when issue updated

Watchers will only get a notification if the Notification Scheme is setup to send them one.

I'd check if this is setup first. You'll need to be a Jira Admin, and then:

Go to Jira Settings > Issues
Select Notification Schemes from the left-hand menu
Select the relevant Notification Scheme
Ensure the relevant Events have the user type "All Watchers" listed as one of the Notification options

For general issue updates, you'll need to ensure the "Issue Updated" event has "All Watchers" listed against it.
