How do I receive notification and view the action items that I have been assigned? For example, if someone assigns an action item to me in the meeting notes, I would like to receive a notification and have it displayed on my dashboard.

Use filters (https://confluence.atlassian.com/display/JIRA/Using+Filters) to display these issues in your dashboard and make sure you have setup your notification scheme (https://confluence.atlassian.com/display/JIRA/Creating+a+Notification+Scheme) properly.
