Some fields in a work item layout include a link to the field's context, field options, default values.
1. Is it just the fields with global contexts?
2. Can any user with Edit Work Item Layouts permission follow the link even if they don't have the permission to edit the field itself?
My assumption is no, since it just takes you to the normal context page for a field. If that's true, will users see the link even though they can't follow it?

Can you maybe share an example how this looks like? I'm asking as I didn't see this before.
Have you managed to find out if this shows up for specific fields/field types, or is it random?
As for the 2nd question - it's almost 100% that users won't be able to follow/open the link as those pages are/should be accessible only to Jira admins.

When editing the work item layout (in a business or software space), it looks like custom fields that can have contexts will show the information below, along with a link to the field configuration.
I'm not sure what the user sees if they don't have permission to edit field configuration - do they see the link and then get an error when they click it? That would be bad design. My space admins are curious people :)

I've just tested this with one Jira admin account, and another one that's just a space admin (even if they have manage work item layout permission).
Here are the results:
