Viewing Approved Time sheets ?

Hi,
We have recently brought Jira in for processing our time sheets, unsure if I have the settings right. We need an option for payroll staff to view what time sheets have been approved without the function of being able to approve time sheets.
At the moment the only way we seem to be able to see the approvals is to be set to an approver which is resulting in employees submitting time sheets to the wrong people for approvals.
You help on this would be greatly appreciated.
