Can I please check? I am looking to find a solution to allow business users to view issues and get updated on the status of those issues without having access to them. Is there a way of achieving that? For example Atlassian allows you to see issues they have on their project like this one : https://jira.atlassian.com/browse/ACCESS-1609
Can anyone let me know how I can have similar results as the above link?

For Jira, users need to have a license seat in order to see the issues. For Jira Service Management customers do not need the license. For Jira Software, users need license.
Now to answer your question: Yes, you can limit the users to only see the project by adding them to a project role or even a group (groups are better, since they are scalable) and assign them a Browse Project permission only.

With regard to the public's access to the Atlassian issue, I believe that is supported by Atlassian allowing Anonymous read-only access.

In order for users to get updates for those issues they do have to have an Atlassian Cloud account and login with it, and then they can choose to add themselves as a Watcher for the issue. I'm not sure exactly how Atlassian set up their own instance/projects, so I don't know if such users are counted as "licensed" in their instance.
