Sometimes we move issue to dedicated and more specialized projects, where the users can't create issues by themselves. But the reporter should be able to see the issue after the move, without beeing able to browse so whole project. Is there a possibility to achieve that? I read this documentation: https://confluence.atlassian.com/display/JIRA/Current+Reporter+Browse+Project+Permissionbut it's not exactly what I'm looking for, because the whole project shows up to the reporter.

You can do this for issues, but you can NOT hide a project and expose the issues in it. A user MUST be able to see the project to see issues within it.
