View Issue Layout when on Backlog

Hello Team,
When viewing the details of an issue on the Backlog, I get two vertical columns on the right hand side that appear. I would like to rotate those so that instead of viewing as vertical columns, I would like to see 2 horizontal rows. Similar to MS Outlook where you can edit the layout of how you view your emails.
