Currently, my team is attaching large video files to tickets. I would like to stop that and serve videos from a cloud provider. What are you using for that? Happy to buy a 3rd-party app. I like Loom, but I'm not willing to spend $24 a month for 100 devs :). Ideally, a single solution that can support JIRA and Confluence

Have you tried 1-3 apps from the marketplace? There are always free trials for those that you can cancel at any time. Is there a specific reason why users are attaching large video files to the tickets?
Have you tried some online video compressors?

Checking on your request, the answer could also be on an integration with an storage app such as dropbox, here is a link to the plugin Integration for Dropbox & Jira which works for Jira Cloud as well.
The add-on is aimed to provide the first-class solution for that. It introduces 'Dropbox attachments' section to Jira issues and allows to attach human readable links to Dropbox files.
You could also check Google Drive & Docs for Jira, which works similarly, even same author.
