Velocity of the user story in sprint

I have a sprint and there are couple of user stories.

I have a user story which had completed the development is done and it is not moved to done because testing is not completed.

so can i include the story point for which the work done till development can be considered meaning can i add the velocity of that story to velocity of that sprint .

If it is not done (because testing is not complete), then it is not done, so you do not burn down on it.
