Velocity Chart in JIRA Agile displaying incorrect velocity?

I've looked at the data and so have a few other folks and 81 Commitment makes sense, but we still can't figure out how JIRA Agile reports 60 for completed in the Sprint: Rice Lake

After doing the math multiple times we've concluded that the true velocity is 51 not 60.
