We often get tickets without the required creatives we need to start work. I was just wondering if there's a way to force people to add an attachment (or fill a field) before being able to assign the ticket to a developer.
Any ideas?

Yes, you can do that out of the box. You can make a field required, then there must be something entered before you can create an issue. Actually, I am not sure, if this works also for attachments.
If you are using Script Runner - AddOn, you can use the Behaivours-Part to configure it detailed.
