Validate a custom date field based on the combination of two other fields values set

Hello Experts!

When a Jira user selects a specific Cascading custom select field values (Primary Tier drop down- File Issue, Secondary Tier drop down- File Error) combined with Priority value "Urgent" then I would like Jira Server system to validate and check if the set date by the user is > 24 hours from the current date in a custom date field. Also, if user still tries to enter a set date < 24 hours from the current date then restrict creating or updating of Jira ticket by force prompting the user with some message to correct the set date value in that custom date field.

I'm not sure which popular add-on works best in the above stated scenario but it seems like a requirement of using some scripted add-on. Could anyone please advise on addons and kindly share some working logic, if possible?
