Using the REST API, can you add an attachment to an issue using a URL?

I'm creating an issue from inputs from a chatbot. The chatbot allows a user to add attachments, but what I get back is a link to where the chatbot has stored the attachment.  To avoid having to download the attachment just to resubmit it via the REST API.  Is there a way to add an attachment by passing the URL to the attachment?
