Using JIRA Search Import to "Update" an issue does not work?

If I use the JIRA Search Import functionality to "Update" an issue in JIRA Cloud, based on the Atlassian documentation provided, the process only creates a new issue.  This specific import process does not have an "Issue Key" mapping option.  It only has "Issue Id" which is used for an external ID.  I'm not sure if having the Admin/System permissions allows this functionality; however, for those without these permissions, is the functionality still feasible?JIRA Cloud Import to Update Issue (Info).png

Updating issues via import is only available for Jira admins, other users can only import new issues if that global permission has been enabled. The update import has to be initiated by going to Settings > System > External System Import.

I believe that the reasoning behind the functionality and permissions makes sense.  I'm just bummed that with my experience, that I don't have those permissions.  It is nice to know that the functionality does exist.

Does the Admin/System permissions allow the functionality to work (allow us to update issues)?  Also, how would I know if the correct pluggins, that include the functionality, are installed?

I believe that Mikael answered my first question above.  Any idea on how to determine if the correct pluggin is installed OR is that question one that only a JIRA administrator can answer?
