Do Jira tickets export (using CSV import feature) well to project management software tools? We are attempting to do this but unclear if there are many roadblocks.

Maybe.  Depends on exactly what you are trying to accomplish and how you are using Jira. The various export methods only export field data. This means that you cannot export issue history, attachments, comments and other similar types of data via CSV.  If that's good enough, then it may work for you.  If you are using Issue Links or Subtasks to indicate dependencies, blockers or other types of relationships, the data you export might not be very usable. The 3 level relationships of Epic, Story and Subtask don't really export in a meaningful way either.

It's worth a try, but without a bit more details around exactly what you are trying to accomplish, I don't think we're going to be able to provide a clear answer.
