Users not showing in JIRA <> BitBucket Pull Request information

This is happening with one project that we have. I've attempted to refresh the connection to BitBucket (Development Tools page for the project) and we've also tried to hard clear our cache but the users are still not populating here. Any troubleshooting advice?
