We have a weird quirk where only Administrators are allowed to add watchers. (I'm an admin, but most users are not.) I don't want to make everyone a project administrator but I do want to allow them to add watchers when they know that a person should be tagged on an issue. After digging through the knowledgebase, I can't seem to find a way to enable that beyond adding themselves as a watcher. Any advice on what setting I'm missing?

You could verify the roles configured in the Manage watcher list in project permission scheme.
