I have team members with user permissions that see the Agile drop down, but the boards don't show and they can't access. However all admins can.

Do your users have BROWSE permission in the Jira projects? (Greenhopper respects the core Jira permissions and it sounds like your users don't have browse, while your admins do)

I've used the DefaultPermissionScheme and in it only Administrators can access/browse the project and the issues, not the Users. This is a weird default. Anyhow, thank you - your answer coupled with the following link helped me. I've modified the Scheme to let Users access the listing. https://confluence.atlassian.com/display/JIRA/Managing+Project+Permissions
