The answer to your question depends on exactly what changes you are trying to make.
If you are making changes within the products installed in the sandbox those changes will stay contained in just the sandbox environment. Examples of such changes would be:
- changing the Role to which a user or user group is assigned in a given project in the sandbox
- changing the Global Permissions allocated to user groups within the sandbox Jira product.
