We have a user that is showing up with question mark as avatar in Tempo. What would cause this? Normally we see users as Inactive [x] such as bohdana in image. What is happening with user "chunikha" in image? This user does not show up in the Manage Accounts section of Jira.
@Pete P Have you checked to see if this is their avatar in Jira? It could be that the avatar is not loading. The users with an X no longer have a license. The question mark would have nothing to do with this.
Thanks @Brant Schroeder , the user is no longer in Jira, so we can't check the avatar. They have found employment elsewhere. We are wondering why some have an X and this user does not...

@Pete P The user that does not have an X still has a license in the system or their account has not been deactivated. You can learn how to disable or delete a user here: https://confluence.atlassian.com/adminjiraserver/create-edit-or-remove-a-user-938847025.html If your users are managed in an external account you might need to disable them in the external system.
