User receives error message when accepting invitation

As an admin I try to add new user to Jira and send invitation with app access to Jira.

User accepts invitation and receives following error message.  

What to do?   E.g  I do not understand what went wrong actually.

This looks like an error on the Identity Provider side. You need to grant user with access to "Atlassian Cloud" application in your identity provider.

If you need further assistance, consider creating a support ticket with Atlassian Guard as the affected product.
