I have one person on my team that doesn't have access to "Edit" --> "Planning" --> "Original Estimate". She has the developer role, just like everyone else on my team, and they have access to the Planning tab, but she does not.
Any ideas?

You can look at the time tracking permission and make sure that the person have those permission

She does have the "Developer" role and per the screenshot below, in our project all Developers should have the ability to edit their own worklogs - so it doesn't look like that's the problem:

Do she try to edit the worklog on a status that allow user to do that. Exemple in the default workflow if you're in the closed status you can't edit worklog.
I will check my workflow configuration and look if there is anything that block user to edit the issue.

Not that I know of - in this case the story was still open when the user tried to add her estimate.
