User does not have permissions to perform Import

While doing cloud migration from jira server I am getting this error and migration is failing.

I am having site admin and user access admin role access on cloud site. 

 

 [c.a.j.migration.execution.PlanExecutionService] Exception starting migration
com.atlassian.jira.migration.httpclient.exceptions.UnexpectedStatusCodeException: Received an unexpected status code; expected [200], but received 403: User does not have permissions to perform Import
      at com.atlassian.jira.migration.httpclient.exceptions.ExceptionsKt.unexpectedStatusCode(Exceptions.kt:7)

Hello, Good day. Please go to Settings >> System >> Global permission and make sure admin user group had all permissions. Thanks

I have all the Site Admin permission and Global permission but still I am getting the same error.
