User cannot create issue event granted Create Issues Permission

Hi, can I know when user have "Create Issues Permission", but don't have "Move Issues Permission", why user still cannot create issues in project?

Is this bug?

Can you check the workflow validator, If some validator is added then it might show this error.

Thanks, man, you’ve really helped me out. I think my new workflow scheme was cloned from an existing one, but I didn’t double-check it, so I wasn’t aware that it had a validator in place.

That's weird. Not sure but does the issue creation involve an issue type or operation that triggers a move internally? It may be automation, script, post function
