User cannot be tagged / mentioned

Hello, I just assigned a new user the Assignable user permission and the permission to Add comments and that works fine but I cannot tag the name on comments. Is there a specific permission for that? FYI I have permission to tag everyone else no problem with that.

Actually Browse projects permission did the trick.. :)
