User can't add watchers to any issues, has manage watchers permission

I used the permission helper to verify my user has all the right permissions, but she still can't add watchers to issues in any project.

She is the project lead for most projects, and when she clicks to add a watcher, she starts typing, and the usernames don't pop up, so she can't add anything. Help?

Does she have the "Browse Users" global permission?
