User added to group "users" but not recognized as group member

Hi. I've created new user with admin permissions, he can see the projects but can't manage the issues. He is included in the "users" group but the permission helper returns that the user is not member of that same group. Also the groups where he is included are not shown in User management - Project roles. Any suggestions?
