User Managed Custom Fields

Any pointers to plugins for user managed custom fields?  I want a user to manage values in a custom field.  These values will be project specific and will be updated almost daily.  Relying of the administrator to keep the values up to date becomes impractical.  Has anyone seen a plugin that allows a pseudo select list custom field where values can be maintained by the project manager?

You could also take a look at ProForma available in the marketplace.  It is an integrated form builder which allows project managers to create as many fields as they like in a form.  They can be either linked to custom fields or ordinary (ProForma) fields which allows for greater flexibility.
