User Default Settings saving, but not working

I am trying to change the number of results returned in the issue navigator per page along with default sharing for filters and dashboards.  The setting is easy enough to find and adjust and save, however it doesn't seem to do anything.  It still returns 50 results in then navigator and a new filter, once created, it is still private.  Any suggestions?  Does it require a reboot?  I cleared my cache as well.  TIA

No such value is possible to set at the moment:

In Jira server and Datacenter, changing this value set it for all existing user as well.
This feels like regression

Hi Derek,

I understand that you are looking to change the default settings that users have for the number of search results from the issue navigator.  Most of the settings in this section (Cog Icon -> system -> Default user preferences), when changed are not automatically applied to existing users.  Instead the changes that happen here are getting applied to when users create new accounts in Jira, and those new accounts need to have some default values to select from.

In order for existing users to change this, they currently would need to edit their own profiles and select a different value for the number of results they want to see.  Unfortunately there is not a way to set this value for existing users, but I hope this helps to explain this behavior here.
