Can I access the Fix Version Start Date and compare to the current system date for the purpose of Project Automation?
In a nutshell, I would like to see if someone assigned the fix version before or after the version start date to assess scope creep after development has started. If it was assigned after it goes into an approval state to judge if it should be included or not.

First thing, I am using Cloud and not Server/Data Center.
My first guess is no: you cannot access the Start Date for a fixVersion from smart values.
I checked the REST API and the method below to learn what smart values are available, and Start Date was not included:

I also found this suggestion to add the version's date field as smart values:
