Uniform Enterprise wide policy for Sprints

We repeatedly check for Sprint overlap, which has a delay time and convincing to multiple people, teams keep churning (new people join, trained people move) and lot of our energy is diverted to get the basic hygiene in place.

1. The Sprints must NEVER overlap , there should be at-least 5-minute gap, as Scrum/ SAFe does not permit overlapping Sprints
2. When creating a Sprint and selecting 2 week duration, it creates Sprint for exactly 2 weeks taking same time till seconds, unfortunately Jira Align does not sync these kind of Sprints
3. Should align to ART cadence  + or - 5 days

AUTOMATION

With Enterprise Jira, we can explore a possibility of writing an automation script, which emails/notifies the Scrum Masters and POs, whose Sprints are incorrect

Can you please point me to pointers to this automation or rules we can setup Enterprise wide ?
