Seems my plan was auto upgraded to "Jira Standard" & "Jira Confluence".
We have rechecked the Team members and maintained the count to 9.
When we change the plan back to 9 we are getting below error:
An unexpected error occurred, try again later. If the problem persists, please contact support.

Indeed, once you go over 10 users, plans will automatically switch from Free to Standard.
As for switching back to the Free plan, from my experience, this might take a while (mostly to refresh the user count for a specific app after removing licenses).
As stated in the message, I would suggest waiting a couple of hours (up to a day) and trying again.
If the problem persists, you could reach out to Atlassian Support (as you're still on the Standard plan) for their team to check it out.
