The user when creat the issue faces this error:"The default assignee does not have ASSIGNABLE permission or unassigned issue are turned off."

How can I fix this?

Look at the project configuration.  First check the default assignee rules to see who is set up as the default assignee, then the permissions to see who can be assigned issues.  Then put the default user in the roles or groups they need to be in to be assigned an issue.

Or turn on "allow unassigned issues" in general configuration
