I wanted to turn of email notifications in my personal settings, however I saw that the option is grayed out. Does anyone know why?

From the screenshot you've shared, I see that the Send me emails for work item activity is already toggled OFF due to which the Email checkbox next to each notification is greyed out.
If you prefer having the email notification toggled off only for specific events, you can toggle ON the above setting and uncheck the email notification for it.

That would be because you have the email option toggle off at the higher level.
If you want to manipulate the lower level email settings you must first enable the higher level email setting.
However with the higher level setting disabled you should not be receiving emails generated by Notifications from Jira projects. You may still receive other emails generated from Filter subscriptions, automation rules, and third party app functionality.
