You will need to debug the database connection, there's nothing else we can tell you.

Can your Jira server reach the database server over your network?  Can you log in with the credentials you are using for it?  Can you try the mysql console on the Jira server to check the access?

I have checked the above mentioned each and every case.every thing is working fine.Still i am facing the same issue.

I tried this way Attlasian >Jira>bin>start-jira.bat

i tried to unlock jira home by deleting jira-lock file.but i cant able to delete, jira lock file is a hiddenfile when i tried to delete it is showing like the file is already opened in attlasian

Do not delete the jira lock file, unless you know your Jira is definitely offline (generally, it will only leave the file there when it is abruptly terminated, not if you shut it down correctly)

We can't tell you any more about the problem without the error messages that are coming out of Jira as it attempts to connect to it.  All you have given us so far is the error message that says your xml is incorrect or it can't connect.  The error message as it starts up would be more useful to narrow it down.
