Unable to sort by assignee

As a user I am unable to sort issues by assignee. When I click on the assignee tab it does not give me the list of users within my project. When I am logged in as an admin, I am able to see the list of users. How am I able to see the list of users as a user.

Sounds like your standard non-admin account does not have the right to "browse users". As an admin, check global permissions to see what groups can and put your normal account in it.
