Unable to set 'Time Tracking' field as required for team-managed

I've added  JIRA 'Time Tracking' field to a team-managed project, but when I want to set it as required, the option is disabled with a tooltip saying:

"Jira created this field, you can't:

* edit it's name

* change if it's required"

Is there another option to set it as required?

I checked if you could enforce something with a workflow rule but it looks like that won't work either -

I think this isn't going to be possible in a team-managed setting but happy to be proved wrong if someone else has another idea.
