I have been made an admin but I can't access the 'Restore System' settings to import media. The console doesn't show that I'm an admin. What could be the problem?

Can you please share a screenshot of it, so will have an exact idea of what could be the problem.
But Just an FYI... You need to be Site Admin to access the Restore System option.
I think you may have only Jira admin Permission, can you please confirm once.

I am actually a site admin. However, I needed permission to be able to import media and I have been granted through 'Jira Permissions', so I have access now.
