Per your description, it seems you are able to navigate through a Next-gen project as a JIRA Administrator, however, the option to create new Next-gen project is not displayed in the project main page, so you can only create Classic projects. Is it correct?
There is a global permission to allow users to create a Next-gen project. Please follow the steps below to ensure you are added to it:
- Navigate to JIRA Settings > System > Global Permissions
- Check if you are added to the Create Next-gen Projects permission
