If I am looking at a filter in JIRA, then open a ticket from that filter such that the URL has "?filter=17766" at the end... I have no scroll bar and cannot get to the content lower on the page.
If I go up to the URL and remove ?filter=17766 then the scrollbar comes back.
My workaround has been to right-click the ticket and "Open in new window" but this seems silly.

By the description of the error, I believe you might be facing a known bug with Jira application:
Scroll bar does not allow the user to access all issues in issues search
As you can see in the bug description, some users using the Chrome browser can not scroll down the left list of the issue navigator page. Can you take a look at the screenshot below and confirm if that's the behavior you are facing?
If that's the case, please vote and watch the bug to increase its priority and also receive notifications about its fix implementation.
For now, the only possible workaround would be to use a different browser, like Edge or Firefox.

No. The issue described in the link is the scroll bar of the left frame vanishing (The issue Titles). My issue is the right frame - The Issue itself is what I cannot access. So I cannot add Comments, See History or Activity.

Unfortunately, I was not able to reproduce your problem or find any existing bugs about it, so I'm afraid you might be facing a problem in your browser or even a new bug. In fact, if I move the mouse to the most left column where the list of fields is displayed, I can scroll-down using the own scroll-button of the mouse and the scroll bar appears at the right side of the list:
