Unable to install xray test management tool with Jira free tier.

Hi, I am using free tier Jira. I am trying to install Xray test management tool but it gives me 

"We ran into a little trouble

It might just be a hiccup. Try again in a bit." error.

Is it because I am in free tier Jira?

Any help would be appreciated.

I could get through this by giving admin access.
