Unable to install add-on

I'd like to try an add-on (Tempo Budgets).I go to the Manage Add-on page and click on Find to locate this add-on but it doesn't appear. When it does from the marketplace it only downloads the add-on but the instructions to install are not accurate. Can anyone point me to the right way to install add-on using Jira Cloud?

Tempo Budgets is not available for Cloud.
